The advantages of developing the procedures of public acquisition through the Romanian Produce Exchange


1. Reduced costs
The externalisation of public acquisition through the consultancy service reduces the costs of the acquisition department from within the contracting authority; BRM takes over the costs of direct marketing and those for the procedure development.

2. Experience
BRM has more than 14 years of experience in the field of organising procedures – over 8.000 procedures organised for more than 330 chief accountants, to which took part more than 7.000 offerors.

3. Correctitude
The contestations submitted by the participants have been solved through the involvement of BRM staff. The number of trials resulted from the applied procedures, in the 14 years of activity, did not overcome 20 and none was lost. With respect to the contracting authority or to the winner offeror, no control authority objected about the legality of carrying out the acquisition procedure through BRM and about the correctitude and respect of the enforced legal provisions.

4. Simple procedures
The relation of the contracting authorities with BRM is simple and efficient, based on the signature of a consultancy contract resulted from a selection procedure (recommended procedure of negotiation without the prior publication of an announcement art. 122, lett. b) or art. 252, lett. b). The acquisition procedure for which is required consultancy is determined in terms of a standardized command, complete from the point of view of the information that refer to the respective procedure.

5. Neuter and transparent environment
Equal treatment and impartiality with respect to all the economic operators, participants, no matter if they are contracting authorities or offerors to the procedures organised through BRM. The enforced legislation is respected and applied unitary. Also, BRM ensures the publication of the procedures in the official journal, central mass media, individual publications, the individual Internet page (www.brm.ro), invitations towards the societies from its data base. All the information that refers to the application of the attribution procedure are public and the results of their application are presented on the site and in the publications BRM.

6. Guarantee
The guarantees system of BRM ensures the respect of the enforced legal disposals, ensures a competition environment and allows the insurance of a real projection of the participants to the market.

7. Consultancy
Between the specialised department of the contracting authority and BRM there is a permanent connection, the latter offering assistance during all the stages of the procedure development, since the drawing up of the order until the signature of the contract.

8. Rapidity
The development of the stages precursory to the procedures of public acquisitions (elaboration of documentation and announcements) through BRM is faster and more efficient, due to the existence of some standardized documentations and of the individual data bases.

9. Confidentiality
The identity and the structure of the evaluation committee are not communicated until the moment of opening the offers. At the same time, it is also kept the commercial secret of the offers registered (the maintenance of the commercial secret of the offers is a legal obligation)

10. Territorial cover
The terminals BRM, working points in territory, cover approximately 80% of the country surface.
